The forms in question are validated in real-time and error messages are dynamically inserted into the tab order if a required field is left blank. The error message appears as the next tab stop following the unpopulated required field.

Relevant discussions/PRs:

https://github.com/w3c/wcag/issues/1572
https://github.com/w3c/wcag/issues/2655
https://github.com/w3c/wcag/pull/1643

I'd say in this case it's not a failure, but yes not great user experience.
