Hello,
Our communication office annually produces a graphic rich (many complex charts) document for the Web. They know that it now needs to be 508 compliant.

They are interested in using a new software product called Xcelsius, which outputs Excel files as interactive Flash.files. They feel the public would learn more and it would streamline presentation. http://www.infommersion.com/products.html

using this tool / presentation method is any less accessible than the
static, complex charts they now produce? The tool is not 508 compliant,
but may be so by year-end.

Does anyone know of another product or way to do this other than with
JavaScript?

Have you looked at the graph and chart work at Corda? Graphs made with
various technologies[flash, svg, etc], as well as other accessibility
backups. There may be some alternative at this website.
