We really haven't provided a definition of Alternate Format...only examples. Below is an attempt to define alternative formats.

Alternate format is medium and/or methodology that allows people with disabilities to access information in a manner other than how the format was originally delivered.

I would include this sentence as an advisory note from the Access Board to the agencies with a strongly worded statement that this is only an example and not to be considered inclusive.
