I see your point, and it arises whenever a panel (except the last) is open. But it only means that the tab group works as a single element in focus mode only but not in browse mode.

Okay, although this method only works if the Enter key press is required to open a tab panel, not if it opens when the tab receives focus.

On what grounds did they reject it? Wouldn't any arguments for and against it be the same as those for a skip link at the top of the page?
