Does the National Lottery Fund qualify as public funding in relation to public sector guidelines

Hi,

I’ve been asked if the National Lottery Fund qualify as public funding when it comes to the public sector guidelines - and specifically in relation to having to have an accessibility statements?

I’d appreciate any help you can give me to answer this question?
